Trying reading what I said, and what has been said by others. The same thing can be said repeatedly without being the same thing for the suppression filter.

It is the same thing over and over again..... yet it isn't. This stuff is already abused, and your idea just allows it to happen more often with less work for the person to do it.

Well, the client could check for lines that are the same, and if two lines from the same character are the same, the surplus ones should be ignored:
<Character A> Hey.
<Character B> yo!
<Character C> howdy
<Character Dumb> Gimme sumzin!!1!!!1one!!1!one!!1eleven!twelve
<Character A> How are you doing?
<Character B> fine!
<Character C> nicey
<Character Dumb> Gimme sumzin!!1!!!1one!!1!one!!1eleven!twelve

If it's that what you mean, I absolutely agree with you.
But truth is that people go thought that. So the best option would be to add a third section to the Buddy list:
- Temporary ignores.
Like trades and party members, they will work for the rest of the session, and won't be saved.
That way it won't be any roblems about server space, since they would be saved client-side, but people would be able to quickly ignore a noisy <Character Dumb>.

They didn't have a filter at one point about 2 1/2 years ago. I don't know if any of you remember. But a lot of people would emote spam. I knew someone in Grotto who'd say HAHAHAHA about 30 times in a row, it was pretty funny though.
I'd still like it removed though, it's fun spamming emotes.

Although some forms of suppression are already in effect, you must remember about Macros. I used to have my G15 Keyboard set up to macro to the town things that I wanted to sell. I could just use the up key to also find what I said last. Using macros, I would not be supressed, and I can quickly hit all my G keys (18 in all, three modes) and the supression would not kick in.
I do agree on a more strict supression method in CERTAIN channels however, town and trade being the channels. But ANet has done what it can, this problem is partly up to the player, if someone is spamming, just ignore it. If you see something you like, hit the "~" key and scroll to what you want and start PMing them, and "mute" global chat. Not criticizing the idea, just giving alternatives so that ANet doesnt have to tend to the children who spam with the ! then the !!.
Anet has helped too with the auto part formation. By typing "wts" the game will make a party for you in the party window ("P") and people can see from there.
